Nepal
In August 2003, FESS conducted its first pilot environmental security assessment. The assessment was carried out in Nepal in coordination with the Tulane Institute for Environmental Law and Policy and the University of Oklahoma. The primary objective was to test the ESAF methodology and provide a foundation for its further development during subsequent studies. Revisions and refinements resulted in structural and conceptual improvements, as well as advances in the implementation process. The study also sought to identify the country's key environmental security issues and provide relevant policy recommendations. The findings and recommendations focused on stalled regional water management efforts, the country's vulnerability to natural hazards due to inadequate mitigation and response capacity, and the role of governance in natural resource management and in meeting the challenge of Nepal's ongoing civil conflict. |
